Minutes for Regular Board Meeting

Thursday, October 18, 2007, 7:00 p.m. - 8:35 p.m.

 

Attendance:  Eugene Gabrysiak called the meeting to order with Trustees Kent Kanable, Daren Matthes, Hugh Oliver, LaVerne Phillips, and Donna Simonson present.  Randy Nelson was absent.

 

Public Notice: Proper notice of the meeting was verified.

 

Minutes:  MOTION (Oliver, Phillips) to approve the 9/27/07 Regular Board minutes with corrections.  Carried.

 

Disbursements:  MOTION (Simonson, Kanable) to approve disbursements for 10/1 and 10/18 for General Fund in the amount of $31,223.81, Revolving Loan Fund in the amount of $231.77, Water Fund $1,050.02, Sewer Fund $1,606.90, and Cemetery Fund $106.63, respectfully.  All ayes on roll call.  Carried.

 

Citizens to be heard:  None

 

Police Report: Chief Mika gave run down on month’s activities.  Chief Walker, of La Farge, has installed cameras for the La Farge park.  Mika would like to install two cameras for our Municipal Park, for the safety of our kids.  It will feed into our DSL at no extra cost to us, except for the cost of the camera.  This will help protect our children from predators.  Mika needs a new mobile radio to communicate with other emergency vehicles in the area.  He has applied and gotten approval for a grant to pay for the radio.  Will take these two matters to the Executive & Finance committee to look at as budget items for next year. 

 

Old Business:  TID #4 passed Joint Review Board.

 

Village Property verses Cina:  Executive committee wanted to know if Duane Cina is farming on Village owned property.  Paul Klawiter, Richland County Property Lister, stated that the property does belongs to the Village.  Campbell obtained a parcel map from Klawiter which is based off of the deeds.  Plat books are not accurate at all.  Georgann Schug, who was present at the Board meeting, claims that the land to Hwy. 56 she believes is their property.  Gabrysiak wants to take the matter back to Executive & Finance Committee. 

 

The next matter was that Duane Cina had harvested trees from Village owned property.  Cina, earlier had stated that Mike Rynes gave him the authority to take the trees; which the Board never approved.  Cina, who was present at the Board meeting, at the advice from his attorney refused to discuss the matter, and said to talk to his lawyer.  This matter will also go back to the Executive Committee. 

 

Tree Contract with Gary Joholski:  Joholski will pile the trees, burn the brush, in exchange for the pines that are still standing above Summit Street.  Gabrysiak doesn’t want to approve it, because he is concerned about possible drainage problems.  Board will take the matter back to the Executive Committee. 

 

Ordinance Adopting & Enacting a New Code Book of Ordinances:  Gabrysiak gave a run down on the major changes that were made in the new code book.   

MOTION (Oliver, Phillips) to approve the ordinance #07-17 that adopts and enacts the new code book of ordinances.  Carried.

Tractor Tires:  MOTION (Gabrysiak, Matthes) to approve purchase of new rear tires for the 6300 tractor, for approximately $1,600 as requested by Streets Committee.  Carried.

 

Shilling Street Contract:  To take money budgeted from N. Main for $3,000 and apply it to Shilling Street instead.  Every time it rains it becomes a problem.  MOTION (Simonson, Gabrysiak) to approve the Sheldon’s contract to pave 3” hot mix mat on Shilling Street, in the amount of $2,645.  Carried.

 

FEMA Flood Claim:  The application with FEMA has been submitted, which between FEMA and the State of Wisconsin we should receive around $17,500.  Flood bills are still coming in, but will be about the same as what we will be receiving.

 

Water Utility Budget for USDA:  MOTION (Phillips, Kanable) to approve the water budget for the USDA.  Carried.

 

Village Land Tree Harvest:  Mike Rynes came to meeting at 8:00 p.m.  Gabrysiak asked Rynes if he gave permission to Cina to take trees from Village property.  Rynes said he oversaw the trees that the Village harvested and sold.  Rynes said he had nothing to do with the trees that Cina harvested. 

 

Christmas Party Plans:  Simonson would like to have a party for people in the Village that do not have a place to go on Christmas Day.  She would like the Board to help with it.  It will cost around $200 to feed 80 to 100 people.  Board would like to do for New Years Day instead of Christmas.  This matter will be discussed more at the next Board meeting. 

 

Street Banner Designs:  Tourism committee has picked out three designs to send in to the Banner Company for the 25 banners.  Two valley scenes and one river scene with “Viola, Heart of the Kickapoo Valley” on the 28” X 49” banners.  S & S Cycle has generously donated $1,500 toward the banners, and Dairyland Power will be paying $1,200 in a grant.

 

Employee Wage & Fringe for 2008:  MOTION (Gabrysiak, Matthes) to adjourn to Closed Session.  Carried.  MOTION (Matthes, Simonson) to reconvene in Open Session to approve $4,339.57 of general fund wage increases for 2008 year; and to pay $25 per month for Chief Mika’s cell phone.  All ayes on roll call.  Carried.
