Minutes for Regular Board Meeting

Thursday, December 20, 2007, 7:00 p.m. - 8:00 p.m.

 

Attendance:  Eugene Gabrysiak called the meeting to order with Trustees Kent Kanable, Daren Matthes, Randy Nelson, Hugh Oliver, LaVerne Phillips, and Donna Simonson present. 

 

Public Notice: Proper notice of the meeting was verified.

 

Minutes:  MOTION (Oliver, Kanable) to approve the 11/15/07 Regular Board minutes.  Carried.

 

Disbursements:  MOTION (Gabrysiak, Simonson) to approve disbursements for 11/30 and 12/20 for General Fund in the amount of $44,313.91, Revolving Loan Fund in the amount of $6,953.02, TID #4 $2,568.89, Water Fund $2,527.26, Sewer Fund $1,800.16, and Cemetery Fund $305.05 respectfully.  All ayes on roll call.  Carried.

 

Citizens to be heard:  None   

 

Police Report:  Chief Mika gave a run down on the month’s activities.  Chief Mika discussed the repairs that were needed on the car.  Chief Mika will pick up new radio next week.

 

Old Business:  Village has taken EMS off of the Village insurance.  However, we will still insure the building.  EMS will insure themselves for vehicles, equipment, and medical practice.

 

Spring Election Caucus Date:   Three board members: Daren Matthes, Randy Nelson, and Donna Simonson terms will expire.  Since this is not a Village Presidential race, and the Judge is no longer by caucus, it should be a short meeting.  Caucus will be on January 17, 2008 at 6:30 p.m. with the Village Board meeting immediately following.

 

MSA Proposal for CDBG:  We could write the grant ourselves and might get $125,000 but with MSA professional services help, they could get us bonus points and more money.  A community survey will need to be done, probably door to door, which we could do ourselves.  MOTION (Kanable, Nelson) to approve the proposed grant writing proposal with MSA.  Carried.

 

Operator’s License:  MOTION (Oliver, Phillips) to approve a provisional operator’s license to Joan L. Niles-Bohacik until she completes the course, and then a regular operator’s license to be granted.  Carried.

 

Animal Permit:  MOTION (Oliver, Matthes) to approve an animal permit not to exceed fifteen birds, at 226 S Wagoner Ave to Ben and Terra Marx.  Carried.

 

Holiday Funeral Pay & Winter Grave Opening Charges: 

MOTION (Gabrysiak, Phillips) to accept the recommendation of the committees to approve charging an extra $200 for a funeral, if the funeral is on a holiday.  Also, an extra $100 charge for grave opening if cooker is used to defrost the ground.  Carried.

 

New Year’s Day Party:  Has been canceled.

 

Christmas Party:  Party to be held on Christmas Eve at 11:30 a.m. for Village employees, Village trustees, and Electric Utility members.  Employees will have a drawing for gifts.

Doors for Blue Building:  We Budgeted $6,400 on the two doors.  Quote from Swanson’s for heavier insulated doors (with R-17 value) in the amount of $6,542.  Cost to move the new door (with R-6 value) that is on now, over to the non-heated side, will cost $300.  An energy audit has been scheduled for the village owned buildings, and Liska is being sent for training.  MOTION (Matthes, Nelson) to replace the two doors on blue building from Swenson Doors.  Carried.

 

Village Hall Tunnel Heating Options:  MOTION (Oliver, Simonson) to give the authority to the Parks and Building Committee to spend up to the budgeted amount, to get heat to the Village Hall plumbing, and review the options.  Carried.

 

Kickapoo Area School Award:  KAS received an award of being in the Top 100 schools in the Nation.  The Village Board would like to recognize the KAS for their achievement.  MOTION (Phillips, Oliver) to commend Tom Simonson and the school board and staff for the high ranking.  Carried.  Gabrysiak will do an official proclamation for the paper.

 

Dairyland Wholesale Power Agreement:  A twenty year contract with Dairyland for the purchase of power for Viola is ready to be signed.  This contract does not have pricing.  It has been reviewed by attorneys and consultants alike.  MOTION (Matthes, Kanable) to sign the contract as long as the Electric Utility also concurs.  Carried. 

 

Other Matters:  Executive & Finance Committee no longer need to approve year-end bills since the Village is on an Accrual method in the Accounts Payable system.
